Dear Fellow Blind Sodus Bay Improvement Association Members and Constituents,
The purpose of this newsletter is to inform you, as a member or prospective member of our Association of the activities related to Blind Sodus Bay. If you are not a member of the Blind Sodus Bay Improvement Association, please send in your donation of $75 dues to help pay for an open channel to the lake during the boating season. If you could afford more, please send it in, as we have not had suitable fundraisers in the past two to three years to offset the anticipated costs to keep the channel open this year. We are sure that you will see the value that the Association offers and want to stay in the loop for future meetings and notification of newsworthy updates.
Blind Sodus Bay Improvement Association (BSBIA) is in the process of applying for 501(c)3, Not For Profit status with the IRS and NYS Attorney General’s office with the help of one of our newest members, Mark Podlesh, a CPA from Rochester who is donating his time. BSBIA is an Organization whose membership is made up from the Home and cottage owners, seasonal renters and seasonal campground residents who rent boat slips on the beautiful shores of Blind Sodus Bay in the Northeastern most corner in Wayne County and Northwestern Cayuga County. Our annual dues are $75 per year for residents and boat slip renters. Through the monies in dues that are collected and the fundraisers that we host throughout the season, we use the proceeds to dredge our channel to Lake Ontario and provide ingress and egress between the first week of June and Labor Day. An open channel provides for our Bay to remain at the same level as the Lake and caution is always recommended when using the channel as it is known to fill in with stones between our scheduled dredging.
Our primary objective of the BSBIA is to keep a clear and open channel to Lake Ontario for safe ingress and egress. It has been decided to open the channel each year during the 1st full week in June, hoping to have the channel ready for the 2nd weekend of the month, using Dates Construction. This was decided to avoid the late May winds and storms that close it in, or partially close it back up a majority of the time. This ends up costing us to reopen the channel later in the summer again for a second and usually third dig. A planned second dig will occur if and when needed, later in the season depending on the financial viability of the organization. This action was voted on and approved at our 2009 annual meeting.
At the current time, our bank account is at ~$5,500, and NOT enough to cover the cost of the first significant dig this year. Our typical spring opening cash balance is over $8,000 so we are $2500 behind the previous year. We will also have some minor onetime costs this year, such as reinstating the 501(c)3 status, as there is additional costs that will be needed to do this IRS filing. Mark Podlesh is donating his time to help file the complicated IRS 1023 form to accomplish this status. This has not been done in years We also hope that you enjoy our website: www.bsbia.org. If your business is interested in advertising on our website, please let us know as our new web advertising rates are very reasonable.
Our spring meeting this year will be on June 11thth, at 10 am at the Shady Shores Campground Pavilion.
If you are not able to come to the June11th meeting, but as a paid member, you would like to formally register your opinion on a specific topic, please feel free to write to the Board and your letter will be read and opinion noted and registered at the meeting.

The following is an excerpt from the Town of Wolcott Supervisor, Kim Park’s article that appeared in the Wayne County Times:
I" have been getting a lot of questions on the Blind Sodus Bay sewer project. This project is a joint venture with Cayuga County. It did not get funded this past year. I am in hopes that because this project is a joint project with another municipality and the fact that an embayment is impacted it will score as a high priority with the funding agency. Funding has taken so long because there is a backlog of projects to be reviewed at the USDA Rural Development Office. The backlog is so extraordinary because of the stimulus funding or ARRA funding that was previously available. Because of the extra funding availability, projects that would not normally be funded were submitted anyway in hopes they would find dollars just because of the extra funding poured into the program. Thus, the backlog was created, making it a slower process for projects like Blind Sodus Bay sewer that normally would have a very good chance of being funded. The bottom line is that I am still very optimistic that this project will be funded. I just can’t say it will be this year or the next. "
As previously discussed at our meetings, depending on the availability of grants and long term loans, we can probably replicate the costs and timing of the Fairhaven sewer project system at a target of $750 per year beginning in 2012-14, again depending on the level of offsetting government funding available.

Please forward your $75, or more, today to support our organization ASAP or we will not have sufficient funds to open the channel this spring as scheduled. I am also open to starting an advertising program on our website to get area businesses to advertise on our home page, as well as to start a “Craigs list” type of want ad or for sale ad service for individuals looking to sell/rent things on our site. I am open to competitive pricing suggestions for flat rate business web banner ads and % of the sale prices for items listed in our “for sale ads.
